Matthews self-consciously continues the recent trend in Spanish Civil War historiography of exploring the experience of the "ordinary Spaniard. Matthews's narrow focus is on the conscript in the National and Republican armies in the areas surrounding Madrid.

He predictably argues that the Nationalist were "more effective at managing its conscripts than the Republican Popular Army" p. Matthews employs various theoretical frameworks to shape his study. He relies on a comparative framework established by Marc Bloch. Matthews analyzes the different ways both sides mobilized, trained, fed, disciplined, and rewarded conscripts, amongst other things. The interplay between the two sides--such as the active encouragement of enemy soldiers to defect--plays a central role in Matthews's analysis. Mostly, however, Reluctant Warriors charts the parallel paths the two armies developed as the Spanish Civil War evolved.

The first chapter typifies what Matthews does in his work. Republican conscripts called into service for the Popular Army were viewed as second-rate.

During the "Hundred Days" campaign of the First World War, over 30 percent of conscripts who served in the Canadian Corps became casualties. With calls for choice and civil rights, they re-segregate our schools, and institute zero-tolerance discipline policies in their no-excuses charter schools.

They push for larger classes in public schools but send their own children to schools with no more than 16 students in a room. Corporate philanthropies anoint teacher "leaders" who are willing to echo reform themes - sometimes even endorsed by our national teacher unions. But the truth leaks out. Charter schools, sold on the basis that traditional schools are broken, rarely do better , and in many cases do worse than the schools they replace.

Teach For America novices turn over at such high rates that they promote instability wherever they go.
